Samsung has taken the best features of the S4 and implemented them in a lighter, less expensive platform, the S4 Mini. Mini will run on a dual core 1.6 GHz CPU and will feature an 8 megapixel primary camera, but will run the same version of Android as the S4, Jelly Bean 4.2.2. This means most of the software features available on the S4 will be there on the S4 Mini. If you care about the size and portability it is definitely worth it to wait for S4 Mini to come out.

If latest technology is not of utmost importance to you, but you still want the best, choose Samsung Galaxy S3 for its field-proven performance and durability. If you want the latest and best there is on the market today, then Galaxy S4 is the obvious choice. If you value small size, but large feature set and performance, then wait for the Galaxy S4 Mini.
